First Aid & CPR Hong Kong

In health care, maintaining high standards of care is essential to protect the public. In Hong Kong, keeping clinical skills current is becoming a formal condition of a nurse's practising certificate, while for home-care and personal-care roles a valid first-aid and CPR certificate is the credential employers and families expect. Here is what the rules expect for your role — and how recognized, up-to-date, documented training meets it.

Health professionals: continuing education and up-to-date skills

Nurses in Hong Kong are accountable to the Nursing Council of Hong Kong (NCHK) for keeping their professional knowledge and skills current. The NCHK operates a point-based Continuing Nursing Education (CNE) scheme over a three-year cycle that practitioners self-record and declare, and which is designed to keep clinical competence — including the ability to respond to a cardiac or medical emergency — up to date.

Under the Nurses Registration (Amendment) Bill 2023, CNE becomes a mandatory condition for practising-certificate renewal from the first cycle running 1 July 2026 to 30 June 2029: at least 45 CNE points for registered nurses and 30 for enrolled nurses. The Council's code of professional conduct expects nurses to maintain competence and to act to safeguard patients, which recertifying in resuscitation supports.

CNE is point-based over the three-year cycle (45 points for registered nurses, 30 for enrolled nurses). A basic life support or CPR course can count toward this total where it is delivered by an accredited CNE provider and meets the Council's recognition criteria.

The requirement is met by any recognized continuing-education activity on an eligible topic. CPR/AED, ACLS (advanced cardiovascular life support) and PALS are among the eligible activities; other topics also qualify (for example safe prescribing, suicide prevention or violence prevention). A single course therefore both meets the obligation and counts toward your hours — provided you keep the proof.

How training becomes recognized

Not all activities are equal. For continuing education to be recognized by a professional order, it must meet specific criteria:

  • the instructor’s competence;
  • the relevance and quality of the content;
  • the training framework;
  • the quality of the material provided;
  • mechanisms to monitor and assess participation.

In Hong Kong, the NCHK accredits CNE providers and sets the criteria a learning activity must meet to earn CNE points. Our training is designed to meet these criteria.

Support and care staff: a certificate required to work

For support staff, a recognised certificate carries real weight. Roles such as Health Care Assistant or domestic-helper carer in home-based elderly care require a valid first-aid and CPR certificate in addition to on-the-job or care-skills training: a government-recognised standard first-aid certificate (including CPR) is the credential employers and families commonly require. A recognized certificate meets that expectation and must be kept current and renewed.
